First-night booking

Book a foreigner-ready first night before you land

Choose a property that answers the passport question clearly, then save the booking confirmation, Chinese address, and property contact before departure.

Find foreign-passport hotels in Beijing

A hotel listing alone does not tell you how smoothly a particular check-in will go. Before departure, ask the property whether it can complete check-in with your passport and save its reply. If the answer is unclear, choose another property before arrival.

Late arrivals leave less room to solve a booking problem. Make the first night easy to reach, keep the address offline, and have a booking-platform support route available.

What the hotel is legally required to do

Understanding why the front desk asks for your passport makes the process less stressful, and it gives you something concrete to say when a check-in stalls.

Registration is a legal duty, not a favour

Article 39 of the Exit and Entry Administration Law provides that when a foreigner stays at a hotel in China, the hotel handles the accommodation registration under the hotel public security management rules and reports the registration information to the local public security organ.

Overseas guests are reported within 24 hours

Article 6 of the Measures for the Public Security Administration of the Hotel Industry requires hotels to register guests and verify identity documents. For overseas guests, the accommodation registration form is reported to the local public security organ within 24 hours.

So when the front desk photographs your passport or copies your entry stamp, that is the property performing the same step it performs for every guest. Budget a few minutes for it on arrival rather than treating it as a problem.

Booking decision

If you only book one hotel before flying, make it the first night

  • Pick a larger hotel in your arrival city, close to the airport, station, or first-day route.
  • Message the property with the exact phrase: Can you register a guest checking in with a foreign passport?
  • Do not rely on a low-price listing if the property does not answer clearly before departure.
Search first-night foreign-passport hotels

City hotel search

Start with a large arrival city, then confirm the passport rule

Beijing and Shanghai are practical first-night searches because major-city hotels are more likely to understand foreign-passport registration. After choosing a shortlist, still message the property before you fly.

How to reduce check-in risk

Step 1

Use a hotel platform that handles passport bookings

For a first night in China, avoid informal guesthouses and tiny local chains unless they explicitly say they accept foreign guests. A Trip.com hotel booking gives you English support, an address you can show immigration or taxi drivers, and a clearer paper trail if front desk staff need to verify the reservation.

Step 2

Book the first night in an arrival city

Choose a first night close to your arrival airport, main station, or planned route. If your final stop is a smaller city, consider arriving with a confirmed first-night booking and the property's contact details saved offline.

Step 3

Message the hotel before you fly

Send a simple message: I will check in with a foreign passport. Can your hotel register foreign guests? Save the reply as a screenshot. If the answer is unclear, choose a larger hotel before you land.

Step 4

Keep the Chinese hotel name and address

Taxi drivers and local police desks may not recognize the English name. Save the Chinese name, Chinese address, phone number, and map pin offline before departure.

Foreign-passport hotel FAQ

Can foreigners stay in hotels in China?

Yes, foreign visitors can stay in hotels in China, but the property must be able to register a foreign passport. Larger hotels in arrival cities are usually safer for the first night than small local guesthouses.

Do China hotels accept foreign passports?

Many China hotels accept foreign passports, but not every listing is equally prepared. Message the property before departure and ask whether it can register a guest checking in with a foreign passport.

What should I do if a China hotel refuses my passport?

Ask whether another branch can register foreign guests, contact your booking platform support, and move to a larger hotel near a station, airport, or central business district. Keep your passport, entry stamp, booking confirmation, and Chinese hotel address ready.

Are Chinese hotels legally required to register foreign guests?

Yes. Article 39 of the Exit and Entry Administration Law of the People's Republic of China provides that when a foreigner stays at a hotel in China, the hotel must handle the accommodation registration under the hotel public security management rules and report the foreigner's registration information to the local public security organ. Article 6 of the Measures for the Public Security Administration of the Hotel Industry requires hotels to register guests, verify identity documents, and report the accommodation registration form for overseas guests to the local public security organ within 24 hours.

Can a hotel refuse a foreign guest for lacking a foreign-related qualification?

The official response from the Ministry of Public Security, the Ministry of Commerce and the National Immigration Administration in May 2024 was that the hotel industry must not refuse to receive overseas personnel on the grounds of having no foreign-related qualification. Those departments said they were working with the Ministry of Culture and Tourism on measures, and the Ministry of Commerce had guided the China Hotel Association to publish an initiative on making accommodation easier for foreign visitors. If a property refuses for that reason, that is the stated policy position you can point to.

What is the 12367 hotline for foreign visitors?

12367 is the National Immigration Administration government service platform. A July 2024 notice issued jointly by seven departments, including the Ministry of Commerce, the Ministry of Public Security and the National Immigration Administration, called for giving full play to the 12367 platform and providing policy answers, information, complaints and suggestions in Chinese and English around the clock. It is the official bilingual channel for a check-in problem you cannot resolve with the property.

Why does the hotel ask for my passport and entry stamp?

Because registration is a legal duty rather than a request the property invented. The front desk records your identity document and passport details and reports the registration to the local public security organ. Expect the process to take a few minutes, and keep your entry stamp and booking confirmation within reach.

What changed in the official rules for foreign guests in 2024?

In May 2024 the Ministry of Public Security, the Ministry of Commerce and the National Immigration Administration answered reports that some properties had refused foreign guests. On 1 July 2024, seven departments including the Ministry of Commerce, the Cyberspace Administration of China, the Ministry of Public Security, the Ministry of Culture and Tourism, the People's Bank of China, the National Immigration Administration and the State Administration of Foreign Exchange issued measures on facilitating accommodation for overseas personnel, covering reception capability, industry self-discipline, platform responsibility, registration management, service channels and payment convenience. The registration measures call for simplifying the information collected and expanding how registrations are reported.

What to do if a hotel refuses your passport

  • Ask whether another branch of the same chain can register foreign guests.
  • Use Trip.com support or your booking platform support before cancelling in person.
  • Search for a larger hotel near a train station, airport, or central business district.
  • Keep your passport, visa-free entry stamp, and booking confirmation ready.
  • If the property says it has no foreign-related qualification, note that the stated official position is that the industry must not refuse overseas personnel on that ground.
  • Call 12367, the National Immigration Administration service platform, which the official measures describe as providing Chinese and English policy answers and complaint handling around the clock.

Where the official position comes from

Both changes below are public, and quoting them is more useful at a front desk than quoting a travel blog.

Arrival chain

A first-night hotel works better when the rest of arrival day is ready

Hotel check-in is not isolated. Prepare eSIM before hotel messages, keep a payment backup, reserve an airport transfer for late arrivals, and make sure any passport-name train leg matches the same document you will show at the front desk.

Plan the rest of arrival day
